Is my dog allergic to cat litter or cat poop? - dog allergic to railroad ties

I have a Boston terrier, about 5 months and each time becomes a holding of cat litter or poo in his eyes, the nature of the white part of the COP and his eye all red balls - if I get, but our cat litter set up so that if he does not eat his eye is perfect, but it will only do so if it gets shit or cat litter if my question is: dog has an allergic reaction to cat litter and shit?
